For those who change their travel schedule due to the epidemic, each program host should enter the Hsueh-Hai system to change and maintain the new travel date three weeks before the original travel date, so that the Hsueh-Hai office and the embassy abroad can control the program host and select and send students. Correct travel information.
【Principles of Fund Allocation】:
1. Subsidy for project host or co-host: limited to one person, living expenses shall not exceed 14 days at most , and shall be limited to the end of the project period, of which living expenses shall not exceed the amount assigned by the “central government agencies (including business institutions)”. List of subsidy programs and amounts for overseas study, research and interns”. Given based on the approved grant by the Ministry of Education.
2. Student subsidy: It includes a round-trip economy class air ticket and living expenses, of which the living expenses cannot exceed the "List of Public Expenses Items and Payment Amounts for Public Expenses International Students". The period of internship abroad shall not be less than 30 days (excluding the round-trip transportation time). The school's co-payment shall not be less than 20% of the subsidy approved by the Ministry of Education.
3. For each program, more than three students should be selected to go abroad for internship. If there are less than three, the program host will not be subsidised for international round-trip economy class air tickets and living expenses.

【For smooth disbursement of funds, please complete the following items before students go abroad】:
1. Log in to the system and enter the basic information of the members: https://www.studyabroad.moe.gov.tw/new/planmanager。
2. Sign the administrative contract (in triplicate for each student) , and return the contract to the Division of Study Abroad of the International Affairs Office after the project host, co-plan host, students and their guarantors have signed the contract . The content of the administrative contract signed with the program host, co-host and selected students must specify the training or internship institution for the selected students, the period and the amount of subsidies to the recommended schools, and a pre-departure briefing should be held before the selected students go abroad to Really inform the selected students of the relevant rights and obligations of compliance.
3. Pre-loan:(The Ministry of Education announced at the briefing: "After the recommended school signs an administrative contract with the selected students, the subsidy funds will be allocated twice, and the first funding should be allocated before the students go abroad. , and shall not be less than 80% of the subsidy approved by the Ministry. If the funding process is not completed within the period, the Ministry may not close the case.”)
4. All plans to send students abroad should sign up and submit them to the Registration Team of the Conference Office and the International Information Service Team of the International Office to facilitate the registration of information in the school's student registration system.
STEP 1:The Ministry of Education pre-borrows before the account, and needs to fill in the temporary loan signing form ( doc file /odt file )(Hsueh-Hai Chu-Meng will be filled out with the assistance of the International Office) ; if the pre-loan is made after the Ministry of Education has entered the account, there is no need to fill in the temporary loan signing form. Please call on-campus extension #50935 first to inquire whether the Ministry of Education has been credited.
STEP 2:Apply for pre-borrowing by signing up (the sample 《doc file /odt file》 for the pre -borrowing signature, the sample 《doc file /odt file》 for the list of selected students) , and the pre-borrowing amount is the subsidy approved by the Ministry of Education. The International Affairs Office and Accounting Office of the Signing and Submission Office are on the first floor.
STEP 3:Fill in the temporary payment application form ( doc file /odt file)after signing and approval, and submit it to the Accounting Office.
【Basis】:The Ministry of Education encourages domestic colleges and universities to select and send students to study abroad or to revise the main points of foreign professional internship subsidies.
【Objective】:The Ministry of Education aims to encourage domestic public and private colleges and universities to select and send outstanding students to go abroad (excluding mainland China, Hong Kong and Macao) to study in foreign colleges and universities, and to comprehensively expand domestic potential young students to participate in international opportunities for exchange and cooperation activities with a view to cultivating professionals with an international perspective.
【Student Qualifications】:(Subject to change, please refer to the current year's brochure)
- Those who have the nationality of the Republic of China and have household registration in Taiwan.
- Students who have studied at the school for more than one semester, excluding domestic and overseas in-service classes.
- Those who went abroad to study for credits in the 111 academic year (including exchange and dual degrees).
- There should be low-income households, low-middle-income households, special circumstances family assistance, living allowances for persons with disabilities, living assistance for disadvantaged children and adolescents, emergency living assistance for children and teenagers from vulnerable families and the household registered eligible for living allowance subsidy for the middle- and low-income elderly.
- The same selection is for students in the same education stage, and the subsidy is limited to one time.
Selected students should prepare the following documents within 1 month after returning to Taiwan after the plan ends and submit them to the Division of Study Abroad of the International Affairs Office for verification:

(7) Original passport (original inspection, 2 photocopies including information page and entry and exit stamp)
(8) Report on going abroad(1 paper copy)

Note 1:
- If you buy air tickets from a travel agency, please provide the original receipt of the travel agency's collection and transfer. The buyer is National Cheng Kung University, unified number: 69115908.
- If you purchase tickets online by yourself, please provide a receipt containing the itinerary and payment details.
- If you purchase tickets from EVA, China Airlines, or China Eastern Airlines Taiwan official website, please submit the ticket purchase certificate. The buyer is National Cheng Kung University, unified number: 69115908.
*If the following incidents occur, please contact the Division of Study Abroad of the International Affairs Office as soon as possible, and complete the following steps before the students go abroad to avoid penalties:
1. Change/addition of an internship institution:The program host shall sign and explain the reason for the change before the student goes abroad , and attach the application manual for changing the internship institution, the consent form of the new internship institution or a copy of the cooperation contract( Note 1), hand in to the Division of Study Abroad of Office of International Affairs for two-step decisive process.
2. Change the number of students to be selected:the program host will sign the student before going abroad to explain the reason for the change, and hand in to the Division of Study Abroad of the Office of International Affairs for two-step decisive process.
3. Change of program host : The original program host and the new program host shall sign the:consent form for changing the program host before the students go abroad and after the change, the program host's full-time teacher description and certification (such as a copy of the appointment letter) should be submitted to the Office of International Affairs.
4. Cancellation of the plan:The host of the plan will sign and explain the reason for the cancellation of the plan, and hand in to the Division of Study Abroad of the Office of International Affairs for one-step decisive process.
Note 1: If the foreign internship institution does not have a seal to provide a seal, the project host should provide a written explanation: "Because the foreign internship institution has no seal, the foreign internship institution will replace it with a signature." The host provides a written explanation and signs it after it is correct, and attaches the explanation.
Q1. 【Hsueh-Hai Chu-Meng / New Southbound Hsueh-Hai Chu-Meng Project】Can the Office of International Affairs announce the subsidy results in advance so that selected students can plan to buy tickets and arrange overseas accommodation schedules?
A1. The Ministry of Education announces the results of the first selection and approval of the current year’s Hsueh-Hai Program on May 31st each year according to a limited timetable. After the school allocates program funds, it will notify applicants of the final approval amount before June 30th at the latest.
Q2. 【Hsueh-Hai Chu-Meng / New Southbound Hsueh-Hai Chu-Meng Project】How much is the amount of subsidy?
A2. The subsidy for each person is based on the price of one round-trip economy class ticket. The application plan may not be approved, and the amount of subsidy received may not meet expectations. In principle, the program host allocates the funds for each student within the amount of the subsidised funds.
