親愛的境外生同學們：

Dear Overseas Students,

教育部於8月24日宣布，開放各國境外學位生及先修華語之外交部臺灣獎學金受獎生來臺就學。

On August 24^th, the Ministry of Education (MOE) allowed the entry of overseas degree students and recipients of the pre-degree Mandarin Language Enrichment Program (LEP) under the Taiwan Scholarship Program by Ministry of Foreign Affairs (MOFA) from ALL countries/regions.

考量台灣檢疫流程以及空間之安排，請各位得以入境之境外學位生同學，最晚於預定航班14天前，至調查系統更新相關資訊。實際入境安排狀況，仍須視台灣檢疫能量而做調整。

In consideration of the arrangement of quarantine process and quarantine space in Taiwan, for the degree students who are allowed to enter Taiwan, please update your flight information and related information at least 14 days prior to your flight via the survey for overseas students. Actual entry and quarantine arrangement may be adjusted due to the limited quarantine capacity of Taiwan.

依據教育部指示，成功大學詳列重要程序如下：

Per the guidance from MOE, NCKU has listed the important procedure as following:

 步驟一、填寫境外生調查(http://exchange.oia.ncku.edu.tw/pras/index.php)

無論為新舊生、目前位於台灣或境外，同學們都必須完成填寫調查，請各位同學務必盡早填寫調查系統。尤其部分同學，需要透過校方陳報教育部審核通過，並取得「境外生入境許可證明」始能入境，請務必依所填報入境日期及入境航班開票返臺，如因不可抗力因素（如：颱風、航班取消、航班併班等）變更入境日期及航班，應敘明原因，立即通知學校，以利學校重新核發入境許可證明。（備註：辨別是否需要經由教育部專案入境，請參照公告最後之不同身份別流程圖。）

1. 本校已將2020秋季新生名單提報教育部，需要重新辦理簽證之舊生請主動與學校國際學生事務組或僑陸組聯繫，學校會即刻陳報名單給教育部，並由教育部轉告台灣駐外館處協助辦理簽證。

2. 新生或是需要辦理簽證的舊生，若得到校方電子通知(教育部公文函號)信件，即可聯繫台灣駐外館處申請簽證。持有有效簽證者，則無須重新辦理。

3. 無須經由教育部專案入境的學生，若有簽證/居留證號碼以及航班資訊後，請同學填寫境外生調查系統 (http://exchange.oia.ncku.edu.tw/pras/index.php)。

4. 需要經由教育部專案入境的學生，獲教育部宣布開放入境後，若有簽證/居留證號碼以及航班資訊後，請同學填寫境外生調查系統 (http://exchange.oia.ncku.edu.tw/pras/index.php)，校方將依據同學所填報簽證號碼、入境日期及入境航班陳報教育部，協助同學取得「境外生入境許可證明」。校方將以電子通知信函寄發「境外生入境許可證明」，請同學列印出紙本以利入境時查驗。

5. 本校雖已將2020秋季新生名單提報教育部，但由於各外館作業狀況與所需時程不一，請同學耐心等候通知。若還未取得簽證就已安排航班，可能會有簽證不及完成而須更改班機之可能。

Step 1. Complete the survey for overseas students (http://exchange.oia.ncku.edu.tw/pras/index.php)

No matter if you are an existing student or a new student, currently living in overseas countries/regions or in Taiwan, all overseas students are required to complete the survey. Please complete the survey as early as possible, especially the students who will need to obtain the Overseas Student Entry Permit Certificate from the MOE through NCKU for entry into Taiwan. Students must enter Taiwan on the date and flight reported in the survey. If any changes occurred due to force majeure, such as typhoon, cancellation or merge of flights, students must inform the school immediately for a new approval of entry. (Note: To know if you would need MOE’s entry permit certificate or not, please refer to the charts in the last section of announcement.)

1. NCKU has reported the name list of new students enrolled for the fall semester 2020 to the MOE. Existing students who need to apply for a new visa should actively inform the Overseas & Mainland Chinese Students Affairs Division or the International Students Affairs Division, so that NCKU can immediately report to the MOE who will further inform related Taipei Economic and Cultural Representative Offices.

2. After receiving the MOE’s official document number forwarded by NCKU, new students or existing students who need to apply for a new visa can contact with your local Taipei Economic and Cultural Representative Office. Students with valid visa will not need to apply for a new one.

3. For the students who does NOT NEED Entry Permit Certificate from the MOE, please complete the survey for overseas students after you have the visa number and flight information. (http://exchange.oia.ncku.edu.tw/pras/index.php)

4. For the students who NEED Entry Permit Certificate from the MOE, after you are allowed entry into Taiwan and have the visa number and flight information, please update related information in the survey for overseas students as early as possible. (http://exchange.oia.ncku.edu.tw/pras/index.php) NCKU will assist you in obtaining the Overseas Student Entry Permit Certificate from the MOE. If you receive the e-file of the Overseas Student Entry Permit Certificate forwarded by NCKU, please print it out for border entry checks.

5. Although NCKU has reported the name list of new students enrolled for the fall semester 2020 to the MOE, in consideration of the different circumstances in different countries/regions affecting the procedure of Taipei Economic and Cultural Representative Offices, please wait patiently for NCKU’s notification. If students reserve flights before obtaining a visa, they might need to change flights afterward due to the delay of visa. 

步驟二、登機前，出示相關證件及完成「入境檢疫系統」線上申報

1. 當地航空公司會在報到時要求同學出示證件如下：

(1)有效護照。

(2)簽證或居留證或臺灣地區入出境許可證。

(3)需要經由教育部專案入境的學生必須出示境外生入境許可證明(紙本)。

2. 於登機前至電子「入境檢疫系統」（https://hdhq.mohw.gov.tw/），依序輸入各項欄位資料，完成線上申報。(注意：所登錄之門號必須在抵達中華民國之後依然具備通話功能，才能使用此系統服務取得憑證簡訊)

Step 2. Before boarding, present related documents and complete the registration in the Quarantine System for Entry

1. Your local airline’s check-in counter will require documents as below:

           (1) Valid passport

         (2) Valid Visa, R. O. C. Taiwan Resident Certificate, or Exit & Entry Permit Taiwan Republic of China

         (3) For the students who NEED Entry Permit Certificate from the MOE, you will need to present the Overseas Student Entry Permit Certificate (in paper file)

1. Before boarding, please fill out a health declaration form in the Quarantine System for Entry (https://hdhq.mohw.gov.tw/). (Please be reminded that the phone number registered in the system must be valid and connectable in Taiwan (R.O.C) to receive a confirmation text and have access to the e-process)

步驟三、抵達台灣下機後，重新啟動手機以及完成以下事項

1. 重新啟動手機，以手機取得「入境檢疫系統」發送之健康申報憑證簡訊。
2. 於繳交檢疫通知書地點，以手機出示健康申報憑證簡訊畫面供核對。
3. 請立即與學校人員聯繫，告知已抵臺。

備註：擁有台灣手機門號者，請記得事先申請復話付費沿用門號；若無臺灣手機門號，抵達臺灣時，請在國際機場購買臺灣電信門號SIM卡，並且安裝完成。

Step 3. After landing in Taiwan, restart your mobile phone and complete the below procedures:

1. Restart your mobile phone. The health declaration pass will be sent to your mobile phone via SMS upon arrival in Taiwan.
2. Present the health declaration pass on your mobile phone at the inspection point.
3. Inform school contacts immediately about your arrival.

NOTE: If you have Taiwan’s mobile number, please remember to pay fee for using that number. If you do NOT have Taiwan’s mobile number, please purchase a SIM card of Taiwan’s mobile number upon your arrival at Taiwan’s international airport and change to a local SIM card.   

步驟四、入境查驗

1. 接受機場檢疫人員確認無發燒或疑似相關症狀。
2. 入境查驗時，需要經由教育部專案入境的學生必須出示學校核發之境外生入境許可證明（Overseas Student Entry Permit Certificate），由境管單位勾稽是否在教育部同意的名冊上。

Step 4. Immigration Clearance

1. Receive health inspection of body temperature or suspicious symptoms.
2. For immigration clearance, the students who NEED Entry Permit Certificate from the MOE are required to present the Overseas Student Entry Permit Certificate from the school, and to be checked if their names are on the approval list from the MOE.

步驟五、入境大廳，前往境外生報到櫃檯

需要經由教育部專案入境的學生，依告示牌前往境外生報到櫃檯報到，再由櫃檯人員引導搭乘機場防疫車隊或學校防疫專車，前往防疫旅館或檢疫宿舍。

Step 5. Go to the Reception Counter for Overseas Students in the Arrival Hall

The students who NEED Entry Permit Certificate from the MOE will need to follow the signs to find the Reception Counter for Overseas Students in the Arrival Hall, the receptionist will guide you to take the epidemic prevention transportation to your quarantine dormitory/hotel.

步驟六、檢疫14天

1. 校外檢疫宿舍或旅館：到達校外檢疫宿舍或旅館後，將有專人協助入住、告知防疫相關事宜，請在居家檢疫14天期間，每天向校方回報健康狀況。
2. 集中檢疫所：若學生獲安排至集中檢疫所，需另配合集中檢疫所規定。
3. 校外自行居家檢疫：僅有持有居留證、且為港澳陸以外國家之學生，得以在校外自行居家檢疫。檢疫地點必須為個人單獨房間(含個人衛浴)。若同住者有老年人(≧65歲)、幼童(≦6歲)、慢性疾病患者(如心血管疾病、糖尿病或肺部疾病等)，或個人無單獨房間(含衛浴)者，應至防疫旅館完成居家檢疫。請在居家檢疫14天期間，每天向校方回報健康狀況。

Step 6. 14-Day Quarantine

1. Off-campus quarantine dormitory or hotel: All students upon your arrival at the off-campus quarantine dormitory/hotel, school personnel will assist you with the check-in and explain about the quarantine process. During the 14-Day home quarantine, please report about your health condition to the school every day.
2. Group quarantine: if students are arranged to live in a group quarantine facility, please act in accordance to related regulations.
3. Off-campus Home Quarantine: Only students with valid ARC and from countries/regions other than Hong Kong, Macau and China are allowed to carry out Home Quarantine off campus. The quarantine space should a separate room with a separate bathroom. If you don’t have a separate room (including a separate bathroom) or if you live with elderly people 65 years old or older, children 6 years old or under, or persons with chronic diseases (such as cardiovascular disease, diabetes or lung disease, etc.), you are required to stay at a quarantine hotel to undergo home quarantine. Please report about your health condition to the school every day.

 

各種身分之境外學位生適用之居家檢疫及接機安排

Quarantine & Transportation Arrangements

for Overseas Degree Students

一、學校負責安排並全額補助者

    (一) 學生類別

完成提早註冊繳費($5000)之海外新生

※提早註冊措施僅適用於109學年秋班新生

    (二) 檢疫安排

1. 居家檢疫住宿：由學校補助住宿費、統一安排檢疫宿舍（餐費、寢具及其他雜支等項目由學生自費）。
2. 接機專車：預訂並搭乘防疫專車或由學生自行搭乘機場檢疫計程車（請保留車資收據提供給學校核銷）。

NCKU arranges and covers 14-day quarantine dormitory plus the airport transportation:

      • Qualified participants:

2020 Fall Semester new students (degree students), who have confirmed and paid the early enrollment deposit of $5000NTD.

      • 14-day quarantine: NCKU will arrange and cover the fee of a quarantine dormitory. Students cover the fee of meals, bedding, personal amenities and utilities.

      • Transportation from airport to quarantine dormitory: NCKU will either reserve shuttle service; or students can take an epidemic-prevention taxi and keep the taxi receipt for the fee reimbursement.

二、學校協助安排並由學生全額自費者

   (一) 學生類別

1. 因疫情影響滯外需報部核可後方能入境之舊生
2. 未選擇提早註冊之新生

  (1) 無入台許可、無ARC等須經報部核可方得入境者

  (2) 已具臺灣身份證等不須報部即可入境者

  (二) 檢疫安排

1. 居家檢疫住宿：由學校協助安排檢疫宿舍或由學生自訂防疫旅館，宿舍費用、餐費、寢具及其他雜支等項目由學生自費。
2. 接機專車：視狀況協助安排防疫專車，若返國當日學校無防疫專車或防疫專車已無空位，學生須自費搭乘機場防疫計程車。

NCKU arranges 14-day quarantine dormitory plus the airport transportation with all fees paid by the students:

      • Qualified participants:

1. Existing students, who was not authorized to enter Taiwan due to COVID-19.
2. 2020 Fall Semester new students, who did not participate in Flexible Payment and Registration Plan with $5000NTD deposit.

     - New students without valid ARC are required to notify MOE for a Taiwan entry approval.

     - New students with valid Taiwan ID are allowed to enter/re-enter Taiwan, and do not require to notify MOE for Taiwan entry.

      • 14-day quarantine: NCKU will assist in arranging a quarantine dormitory or students can reserve a quarantine hotel; however, all quarantine fees including dormitory fee, meals, bedding, personal amenities and utilities shall be paid by students.

      • Transportation from airport to quarantine dormitory: NCKU will either reserve shuttle service, or students can take an epidemic-prevention taxi. All transportation fees shall be paid by students.

三、學校視狀況協助安排並由學生全額自費者

   (一) 學生類別

1. 具有效期ARC不須報部即可自由出入境之舊生(港澳陸生除外)
2. 暑期有計畫出國之目前在台具有效期ARC或入台許可的港澳陸生

   (二) 檢疫安排

1. 居家檢疫住宿

  (1) 請學生自費預訂檢疫旅館，另僑外舊生(不含港澳陸生)得於原本外宿地點居家檢疫

 (各縣市防疫旅館資訊可查詢旅宿網：https://taiwan.taiwanstay.net.tw/covhotel/)

  (2) 預訂不到檢疫旅館，或原定外宿地點同住者有65歲(含)以上長者、6歲(含)以下幼童、慢性疾病患者)或無個人專用房間(含衛浴設備)者，學校得視情況協助安排檢疫宿舍，但不保證一定能安排到，且學生需自費宿舍費用、餐費、寢具及其他雜支等項目。

2. 視狀況協助安排防疫專車，若返國當日學校無防疫專車或防疫專車已無空位，學生須自費搭乘機場防疫計程車。

NCKU may possibly assist in arranging 14-day quarantine dormitory plus the airport transportation with all fees paid by the students:

      • Qualified participants:

Existing students with valid ARC are allowed to enter/re-enter Taiwan, and do not require to notify MOE for Taiwan entry. (Existing students from Hong Kong, Macau or China are not included.)

      • 14-day quarantine:

Students shall reserve a quarantine hotel or home quarantine if possible. (Existing students from Hong Kong, Macau or China are not included.)

(Epidemic Prevention - Quarantine Hotels https://taiwan.taiwanstay.net.tw/covhotel/)

1. If the availability for the quarantine hotel is limited or if there is elderly over 65-year old, child(ren) under 6-year old, or person with chronic disease at the same household, NCKU may try to arrange a quarantine dormitory. However, NCKU does not guarantee with the dormitory availabilities, and all quarantine fees including dormitory fee, meals, bedding, personal amenities and utilities shall be paid by students.

      • Airport Transportation to the quarantine facility: NCKU may assist with shuttle service, or students can take a prevention taxi. All transportation fees are paid by students.
