2020 NCKU Joint Research Program with Malaysia, Vietnam and Thailand  

Call for Proposals

一、簡介Introduction：

成功大學海外科研基地辦公室已經分別於馬來西亞馬來亞大學、越南胡志明醫藥大學及泰國馬希竇大學設立海外科研基地，並且與該三國重點大學連結。為深化本校教研團隊與此三國學者跨國研究合作，以及秉持整合跨領域、跨國際學術能量以求同心同力解決真實世界議題與挑戰之理念，本辦公室特啟動此共同研究計畫。

本專案主要鼓勵傑出學者帶領跨領域研究團隊，以及支持已有海外合作基礎經驗之團隊，持續深化擴展與運用研究量能。過去與海外基地學校未曾有過合作經驗者，建議申請其他計畫補助，例如SATU Joint Research Scheme Program。

The NCKU Office of Overseas Research Centers (OORC) has launched physical joint research centers in University of Malaya (UM, Malaysia), Ho Chi Minh City University of Medicine and Pharmacy (UMP, Vietnam) and Mahidol University (MU, Thailand), and has linked with other important universities in these three nations. With the aim to further deepen the international research cooperation between NCKU and the above mentioned nations, and with the problem-solving strategy toward global issues and challenges through an interdisciplinary and international academic energy integration and like-minded endeavors, OORC especially launches the NCKU Joint Research Program.

The 2020 NCKU Joint Research Program serves as an encouragement for outstanding scholars who lead interdisciplinary research teams, and mainly supports the teams which have existing cooperation experiences in Malaysia, Vietnam and Thailand to continuously deepen, broaden and apply their research resources and results. Therefore, if you have no previous overseas joint research experiences with the said universities, we would like to recommend you to apply for funding from other programs instead, such as the SATU Joint Research Scheme Program.

二、申請資格Application Requirements：

(一)申請單位(即執行單位)應為成功大學教學單位、研究單位、或跨領域研究團隊達二人以上者。

Application Unit (Executive Unit) should be NCKU’s teaching unit, research unit or interdisciplinary research team consists of 2 persons or above.

(二)申請人(計畫主持人)須為成功大學教研人員，並具備「科技部補助專題研究計畫」計畫主持人申請資格。

Applicant (Project Investigator) should be NCKU faculty and a qualified PI for MOST Research Project Grants.

(三)須取得泰國、馬來西亞與越南三國重點大學教研人員合作同意。並且必須包含海外基地設立地點之泰國馬希竇大學、馬來西亞馬來亞大學與越南胡志明醫藥大學教研人員在內。

A cooperation approval from the teaching and research faculty of universities in Malaysia, Vietnam and Thailand is a must. At least one teaching and research faculty from UM, UMP or MU should be included.

(五)研究計畫須符合以下議題範疇：老齡化社會、預防醫學健康管理、智慧照護與物聯網科技、氣候變遷與環境保護、永續能源與材料、或其他於區域或全球具備重要影響力之相關議題。

Topic of research project should be regarding one of the issues below: Aging Society; Preventive Medicine and Health Management; Smart Health Care and IoT Technology; Climate Change and Environment Protection; Sustainable Energy and Materials; or other important regional or global issues.  

三、審查重點Review Focus：

(一)申請人(計畫主持人)過去研究表現與國際合作經驗。

Applicant’s (Project Investigator’s) previous research achievements and international cooperation experiences.

(二)研究目標為科學上重要而待解之問題，或多元且複雜之社會議題，並具論述基礎。

Research goal should be an important and pending problem in science area or a multifaceted and complicated practical issue with discursive basis.

(三)團隊成員之跨學科領域、經驗傳承組成。

An interdisciplinary team which creates experience inheritance is preferred.

(四)研究計畫之跨學科領域特性、研究議題之區域或全球化重要性。

The interdisciplinary nature of the research project and the regional or global importance of the research topic.

(五)研究計畫與政府、企業、或民間組織之相關合作。

Research cooperation with government, industry, or NGO/NPO is preferred.

(六)海外合作成員之種子學生參與規劃。

Participation of overseas students during research process is preferred.

四、申請繳交資訊與文件Application Information and Documents：

(一) 基本資料Basic information (in both Chinese and English)：

1. 申請單位(即執行單位)之中英文名稱。

Application Unit (Executive Unit)

2. 申請人(計畫主持人)之中英文姓名。

Applicant (Project Investigator)

3. 申請單位成員之中英文院系名稱、中英文職稱、中英文姓名、電話、電子郵件。

Department, title, name, telephone number, and email of the team members

4. 海外合作成員之中英文校名、中英文院系名稱、中英文職稱、中英文姓名。

University, Department, title and name of overseas member

(二) 研究計畫Research Plan (in both Chinese and English) ：

1. 研究計畫中英文名稱。

Topic of Research Plan

2. 研究計畫中英文摘要，以500字為限。

Abstract no more than 500 words

3. 概述執行本計畫之目的及可能產生對社會、經濟、學術發展等面向的預期影響性，限中英文各150字以內。※此部分內容於獲核定後將逕予公開或用於相關宣傳。

Outline purpose of implementing this plan, and the expected impact on social, economic, academic development, etc. Limited to 150 words each in Chinese and English.

※ This part will be made public or used for related publicity after the project plan receives approval.

4. 概述執行本計畫時如何提高海外合作成員之種子學生參與方式，限中英文各300字以內。※此部分內容於獲核定補助後將逕予公開或用於相關宣傳。

Outline how to improve the overseas students’ participation when implementing this project. Limited to 300 words each in Chinese and English.

※ This part will be made public or used for related publicity after the project plan receives approval.

5. 參加2020年10月(暫定)成大週之具體展現方式，包含活動方式、參加人數、邀請對象、預期效益，須達200字以上。

Concrete plan of participating NCKU Week in October (TBD), 2020, including activity format, participant number expected, target groups of invitation, and expected outcomes. Over 200 words.    

(三)研究成果及有利條件Research Achievements and Strengths：

1. 2015年至2019年團隊每位成員於學術成大之被引用次數列表。

Every member’s citation number on Research NCKU during 2015-2019.

2. 2015年至2019年團隊每位成員與馬來西亞、越南與泰國三國重點大學教研人員共同發表之合著論文列表，請依序列明論文名稱、合著者姓名、發表日期、以及發表期刊。

Every member’s co-authored papers with overseas members in Malaysia, Vietnam and Thailand during 2015-2019. Please list the paper titles, names of co-authors, publication date and journal.

3. 2015年至2019年國際基金、研究計畫申請證明，如APEC Project Funding、EECS、UN等，請依序列明日期、計畫案名稱。

Proofs of the applications of international funding and research plans, such as APEC Project Funding, EECS and UN, during 2017-2019. Please list the dates and project title.

(四) 繳交方式Submission Method：

五、經費補助說明Subsidy Information：

(一)補助期程：2020年5月至2020年12月。

   Subsidy Duration: May to December, 2020.

(二)2020年共研計畫擇優補助最高達8案，每案最高補助金額新臺幣50萬元。

The 2020 Joint Research Program provides subsidy to up to 8 merit cases. Maximum subsidy amount of NT$ 500,000 per case.

(三)經費核撥將分兩次進行：

Two stages of subsidy distribution:

1. 第一期款：每案核定種子經費新臺幣20萬元。

First stage: seed money of NT$ 200,000 per approved case.

2. 第二期款：2020年10月1日前提交下列證明文件後，方核撥剩餘經費：

Second Stage: subsidy distribution after the approved application unit provides the following documents before October 1^st, 2020. 

1. 提出2020年度國際基金申請證明，如APEC Project Funding、EECS、UN等 ，增加補助額度15萬元。

After providing proofs of the applications in 2020 of international funding and research plans, such as APEC Project Funding, EECS and UN, the approved application unit will be allowed to increase subsidy amount by NT$ 150,000.

2. 提出2020年雙方共著國際期刊論文證明(包含投稿證明)，增加補助額度15萬元。

After providing proofs of a co-authored international journal (including proof of submission) in 2020, the approved application unit will be allowed to increase subsidy amount by NT$ 150,000.

(四)補助經費項目Subsidy Reimbursement Items：

1. 國外差旅費（每案限制額度7.5萬元）：本校人員(教職員工生及延攬人才)國外參加會議、研討會、訪問等相關費用(交通費、生活費、辦公費等)。實際可支用經費依學校辦法法規辦理核銷。。

Overseas Travel Expenses (maximum amount of NT$ 75,000 per approved case): Expenses (transportation, living, office expenses, etc.) for staff (faculty, staff, student and talents recruited) to attend conferences, seminars and visits abroad. Actual expenditure can be reimbursed according to the school regulations.

2. 業務費：其他非屬人事費及國外旅費之經常門經費。(含短期來訪之機票、交通費、國內旅費、兼任人力/臨時工薪資、耗材...等)

Operating expenses: Other current expenditure other than personnel costs and foreign travel, including flight tickets for short incoming visit, transportation expenses, domestic travel expenses, part-time workers' salary, consumables, etc.    

六、共研計畫參與義務Obligation and Requirements.：

(一)申請單位(即執行單位)須參與2020年10月(暫定)本校於海外科研基地所舉辦之成大週活動，差旅費另外補助。

Application Unit (Executive Unit) must participate in the NCKU Week scheduled to take place in NCKU’s overseas research centers in Malaysia, Vietnam or Thailand  in October (TBD), 2020. Overseas Travel Expenses will be subsidized additionally.

(二)需於2020年年底前，至共研計畫國家之海外科研基地停留至少1天，其停留期間須舉辦以下活動(專題演講、與共研教授辦理學術研討及開授短期或專題課程)，差旅費已包含於補助經費第一期款。

Application Unit (Executive Unit) must hold an event (one day at least) before the end of 2020 at one of NCKU’s overseas research centers in Malaysia, Vietnam or Thailand. Event types may include themed lectures, academic discussions with the member(s) of joint research project, and short-term or themed courses. Overseas Travel Expenses shall be included in the first-stage seed money.
